Unless you are stimulating the scalp alot with the brush by brushing it in this way, I would say no. Scalp stimulation, such as a scalp massage, does encourage hair growth.

Do not brush your hair...especially when it is wet.if you are wanting to stimulate the scalp that is what essential and carrier oils are for. Many natural oils carrier oils such as apricot kernal, cold pressed avocado oil, sesame oil, emu oil, rosehip seed oil, grapeseed moisturizes dry skin and can be used aid in hair growth. To add more strength to the carrier oils, you can add essential oils such as lavender, eucalyptus, frankincense, myrrh, patchouli, rosemary oil, sandalwood oil, and tea tree oil, which is the primary agent stimulating the scalp. About 2 tablespoons of carrier oil to 2 drops of essential oil since essential oil is so concentrated.

No, brushing your hair at the root aids in breakage, snapping, and the pulling of your hair. It helps it not to grow. You should stay away from brushes, if you do use a brush paddle brushes are your safest bet. Try to never use a brush on the roots just a wide tooth comb to keep them untangled.
