Has anyone donethis before? I am an African American with relaxed hair. If I cant put it over my relaxed hair, is there a process or product that i can use to obtain a curl in my relaxed hair.

No you shouldn't do this because your hair is likely to fall out. You would have to grow out your perm in order to put a Wave Nouveau on it.
