Take her to a dermatologist or pediatrician ASAP before it gets worse.
And please stop putting those things in her hair that has her scalp pulled tightly. I hate everytime I see little girls like that. I nearly went postal on my daughter's day care workers because they like to play in her hair and they did the same thing. I never put bands in her hair that pulls. They are always loose.

Change the moisturizer and see what happens. It could also be caused by hot weather.

You need to see her pediatrician. They will prescribe an ointment and/or shampoo that should take care of the problem asap.
Just like adults, children can be sensitive to all types of products. It could possibly be the moisturizer. They make products specifically for African-American children. Have you tried any of those?
Take her to the doc.

it takes a little while (like 2 months) for the bumps to go away. Even after you've loosened the hair.... they will still form for a while. Or if you've given her a relaxer, i dont know if you have, then a chemical burn may be the cause. She may have an allergy too. The best thing to do is to go to the doctors and have them look at it

Take her to the doctor! immediately, the doctor can test and see if indeed she is allergic to the moisturizer. GO NOW, before the bumps get worse.

Grease her whole head with hair food and keep letting it air dry so that her hair can breathe. Don't perum her hair or put any chemicals in that will burn or you will have to wash out because this will only irritate it more. The only thing I can think of is her braids were either too too too tight. or she had something in her hair that was too much. No the moisturizer or hair food will keep her whole head from being dry and itchy. If you want grease her hair with Vaseline like you would do before a perum.

It is from her hair being to tight it takes time for them to go away try not to pull her hair back that much she can loose hair at her hair line

Well it could be the fact that her hair is being pulled to tight and that makes perfect sense.
However,
Remember that one in 1 in 4 people has genital herpes(so i am told). So there is quite a possibility that the mother has it(no judging just a statistical possibility). So the baby's head on the way out of the birth canal could have come in contact with a herpes soar; there is a high chance of a herpes outbreak during and before birth because it is a highly stressful time. While herpes is not dangerous and is mainly just annoying to the average person, its effects are far different and more severe for newborns.
